Exactly, and what makes its worse is that Vance knew Jenny and worked with her and yet he didn't bother to go to his funeral. Also he could've waited to separate the team until some time after the funeral and to give Gibbs and his team a chance to mourn Jenny. Vance had to know that Jenny was more than just the Director to Gibbs and the team, he had to know that they all considered her to be family. That Gibbs saw her as "his wife", that Ducky saw her as the daughter he never had and that Tony, Ziva, McGee and Abby saw her as "their mom." After all Jenny did say to James Dempsey "Gibbs sees me as a wife." and Abby did say "The kids don't like it when Mommy and Daddy fight."

Jenny was and will always be Family just she will always be "Gibbs' wife" and "Tony, Ziva, Abby and McGee's Mom" no matter what.
